Employer of Record in Turkey

Hire in Turkey without opening a company

Gini Talent employs your people as Employer of Record — typically in a few business days, with no capital and no trade-registry filing. A Turkish company is the right file only when the work itself has to sit in a local entity.

  • 3–4 days Typical EOR onboarding once documents are ready
  • No capital No TRY 50,000 / 250,000 minimum, no registry share
  • Labour Law 4857 Local contract, payroll, tax withholding and SGK

Choose a route

Most teams hire first. A company comes later, if at all.

How EOR Works

Four Steps to a Compliant Hire

A company filing is a nine-step chain through MERSIS, a notary and the tax office. EOR starts from a brief.

  1. 01

    Brief

Roles, headcount and a start date. If candidates are not ready yet, say so.

  2. 02

    Proposal

Salary, statutory employer charges and the monthly fee, each on its own line.

  3. 03

    Contract and SGK

A Labour Law 4857 contract. Gini Talent registers the employee with SGK.

  4. 04

    Monthly payroll

Pay, tax withholding and SGK filings. You receive one invoice per period.

Questions founders ask

Do I need to open a company in Turkey to hire employees there?

No. An Employer of Record (EOR) can employ people in Turkey for your company. Gini Talent acts as the legal employer under Turkish Labour Law No. 4857 and handles the employment contract, payroll, tax withholding and SGK social security, while your company directs the day-to-day work.

How much faster is EOR than setting up a company in Turkey?

Gini Talent publishes an average onboarding time of about 3–4 business days for a standard Turkey EOR hire once documents are ready. Your own company first has to complete the formation chain: foreign documents, potential tax numbers, the capital deposit, the trade registry, the tax office and a bank account. Gini estimates 3–6 months end to end for a local entity.

Which costs does EOR avoid?

An own company needs minimum capital of TRY 50,000 (limited) or TRY 250,000 (joint stock), the 0.04% Competition Authority share, notary, translation and registry charges, then statutory books, tax filings and, if you leave, a liquidation. Through EOR you pay the salary, the statutory employer charges and a monthly service fee per employee.

When do I still need my own Turkish company?

When the business itself has to operate as a Turkish company: invoicing Turkish customers from a local entity, holding a sector licence or an investment incentive, or running a large, long-term operation where the fixed costs of an entity pay off. EOR covers employment, not those activities.

Can a foreigner own 100% of a company in Turkey?

In most sectors, yes. Foreign Direct Investment Law No. 4875 (article 3) lets foreign investors invest freely and gives them the same treatment as local investors, unless an international agreement or a special law provides otherwise. A few regulated activities restrict foreign ownership or management.

What is the minimum capital for a company in Turkey?

Since 1 January 2024 the minimum is TRY 50,000 for a limited company and TRY 250,000 for a joint stock company (TRY 500,000 initial capital for a non-public joint stock company in the registered capital system). These amounts were set by Presidential Decision No. 7887 under articles 332 and 580 of the Turkish Commercial Code.
